Final Report on Pre-electoral Environment Monitoring of the 2020 Parliamentary Elections in Georgia

Public Movement "Multinational Georgia" (PMMG) presented a Final Report on the monitoring of the pre-election environment and provided information to the media about the violations and incidents.

The monitoring report covered incidents from June 15, 2020, to October 24, 2020.

Lela Taliuri, Elections expert of PMMG gave a detailed review of the violations and incidents, including violation of the rules of use of administrative resources, participation in the pre-election campaign and agitation, obstruction of the pre-election campaign, damage to election posters and banners, threats and physical retaliation,

alleged voter bribery, allegedly illegal collection of voters' personal data, obstruction of media activities, attempts to spread hate speech and disinformation, as well as incitement to inter-ethnic strife between the Armenian and Azerbaijani communities.

During the reporting period was discovered the facts of the use of administrative resources - 8, violation of the rules of participation and agitation in the election campaign - 8, Interference in the pre-election campaign 9, numerous damaging to election posters, damage of election banners - 3,  threats - 7, physical retaliation- 10, alleged voter bribery - 4, allegedly illegal collection of voters' personal data - 3, Interference with media activities - 4. also was revealed 2 facts of Hate speech, 5 facts of spreading misinformation and attempting to discredit, as well as 4 facts of incitement to inter-ethnic strife between the Armenian and Azerbaijani communities. 

According to the representatives of the organization Lela Taliuri and Darejan Giorbelidze, 8 out of 10 cases of violence and physical retaliation were registered in Kvemo Kartli region.

The pre-election environment was monitored by 21 long-term observers in the ethnically densely populated regions of Georgia.
