Final Report of the monitoring programme of the Presidential Elections of 2018 in Georgia

Public Movement “Multinational Georgia” (PMMG) is disseminating the Final Report of the monitoring programme of the Presidential Elections of 2018 in Georgia,

In the Final Report are summarized pre-election, Elections Day, Runoff Elections and post-elections periods.

The pre-election monitoring programme was implemented by 6 long-term observers who continuously monitored existing conditions and electoral trends in the respective constituencies of the target regions. In the scope of the monitoring programme were also studied the activities of election administration aimed at facilitating inclusiveness of ethnic minority voters in electoral processes.

The first round of elections 2018 (28 October) Organization observed 16 electoral districts, namely: #20 Rustavi, #21 Gardabani, # 22 Marneuli, #23 Bolnisi, #24 Dmanisi, #25 Tsalka, #26 Tetritskaro (Kvemo Kartli region), #36 Borjomi, #37 Akhaltsikhe, #38 Adigeni, #39 Aspindza, #40 Akhalkalaki, #41 Ninotsminda (Samtskhe-Javakheti region), #11 Sagarejo (Kakheti region), as well as #5 Isani and #4 Krtsanisi (Tbilisi) electoral districts through 190 short-term observers. At the relevant polling stations, 35 incidents were reported, part of which was eliminated as a result of the verbal objection, 13 complaints were filed.

For 28 November Runoff Elections PMMG carried out the monitoring of the Election Day proceedings in #21 Gardabani, # 22 Marneuli, #37 Akhaltsikhe, #40 Akhalkalaki, #41 Ninotsminda and #5 Isani electoral districts. In total, on the Elections Day, 234 short-term observers were deployed. 42 incidents have been revealed by the short-term observers of the PMMG and the organization has filed 5 complaints to the District Elections Commissions.

In addition, the Final Report contains specific recommendations for the Central Election Commission, law enforcement bodies, civil society sector and political subjects.
