Final report of the monitoring programme of 2017 elections

On 8 February 2018, Public Movement “Multinational Georgia” (PMMG) held the presentation of the results of the monitoring programme of 2017 elections of municipal representative bodies – Sakrebulo and Mayor of self-governing city/community.

 

Executive Director of PMMG Alexandra Kalatozishvili opened the presentation, but the presenters were long-term observers of "Multinational Georgia".

 

Within the framework of presentation were summarized pre-election, Elections Day, Runoff Elections and post-elections periods.

 

The pre-election monitoring programme was implemented by 8 long-term observers who continuously monitored existing conditions and electoral trends in the respective constituencies of the target regions. In the scope of the monitoring programme were also studied the activities of election administration aimed at facilitating inclusiveness of ethnic minority voters in electoral processes.

 

The first round of elections 2017 (21 October) Organization observed 5 regions (Kvemo Kartli, Samtskhe-Javakheti, Kakheti and Shida Kartli) through 487 short-term observers. The organization has fully covered # 20 Rustavi, # 22 Marneuli, # 32 Gori, # 37 Akhaltsikhe, # 40 Akhalkalaki electoral districts. At the relevant polling stations, up to 40 incidents were reported, part of which was eliminated as a result of the instruction, 11 complaints were filed.

 

For 12 November Runoff Elections PMMG carried out the monitoring of the Election Day proceedings in # 36 Borjomi, # 29 Kazbegi and # 35 Khashuri electoral districts. In total, on the Elections Day 83 short-term observers were deployed, up to 11 incidents have were revealed by the short-term observers of the PMMG and organization has filed 2 complaints to the precinct elections commission

 

Within the framework of presentation, the electoral shortcomings as well as challenges as revealed in a course of conduction of the election monitoring program have been communicated with the invited parties. In addition, the respective set of stakeholders’ specific recommendations as developed by the PMMG have been presented to the audience

 

The monitoring programme of the elections of municipal representative bodies – Sakrebulo and Mayor of self-governing city/community of 2017 was implemented through financial assistance of the Dutch Embassy in Georgia, the National Endowment for Democracy, OSGF, the Embassy of the United Kingdom of Great Britain and Northern Ireland in Georgia, the Ministry of Foreign Affairs of Kingdom of Sweden and the Ministry of Foreign Affairs of the Kingdom of Norway.
